New Pilot Program to Help Clear Snow Windrows for Seniors & Residents with Disabilities
As we prepare for the winter months, I’m pleased to share that the Town of Newmarket has launched a new Residential Windrow Opening Pilot Program an important initiative to support residents who may struggle with snow removal.
Key Details of Newmarket’s Pilot
Applications open: September 1–30, 2025. First-come, first-served for up to 100 households.
Who qualifies: Seniors aged 65+ with financial need, or residents with disabilities, in homes without an able-bodied adult to shovel.
Program period: November 15, 2025 to March 31, 2026, activated after 6 cm+ snowfall and once roads are plowed.
Service provided: The Town and its contractor will clear about 75% of the driveway windrow, enough for safe access.
This pilot is about more than snow it’s about supporting our most vulnerable residents and making sure everyone can safely access their home all winter long.
Other Municipalities Pilot Programs
Newmarket is not alone in taking this step. Other nearby municipalities are also piloting solutions to help their residents manage winter windrows:
Aurora – Launched a pilot program in 2024/25 for seniors and residents with disabilities. Council is continuing to review options to make the program sustainable.
Georgina – Runs a Windrow Snow Clearing Program with applications for the 2025/26 season opening the Tuesday after Labour Day. The service aims to clear driveways within 24 hours of plowing after snowfalls of 7.5 cm or more.
By joining these neighbouring communities in testing new approaches, Newmarket is moving in the right direction learning what works best before expanding.

Moving Forward
Winter in Newmarket can be tough, but together we can make it safer and more accessible for everyone. This pilot program is a first step, and with feedback from our community, I’m confident we can build something lasting.
